Never starting because of very strick policy

Hi,

Because of many stuff runs at start of day, many like only a 1/2second offset. 

Perhaps stuff like:

``` if ($event->time->diffInSeconds($event->time->copy()->startOfDay()) > 10) {
            return;
        }```

could do the trick?
