What is the default and expected behavior for brightness gesture swipe DOWN?

On full screen, swiping down upper interface lets you enter mini player.

The setted brightness through gesture is applied for full screen player only. It won't change system brightness or make any changes into notification panel. Once the user exits full screen, setted brightness on notification panel should be applied again.

I believe the behavior 2 is the intended one.

If second one, why not to bypass gesture control in case of gesture is swiped down, so phone's brightness will be used instead of darkest value.

I can see the appeal of that behavior, but it seems a little user-unfriendly to me: I think most users expect lowering the brightness with the gesture to do just that, lower the brightness, not use the system brightness when at the minimum.

Maybe we could detect the system brightness, and place a "sticky" mark, which the brightness level would "snap" to when raising or lowering brightness. This would be similar to how zoom levels often "snap" to default values like 100% when you encounter them while dragging a zoom handle.

In fact, we could do this for the volume slider as well.
